Four years ago, Russia launched a full-scale invasion of Ukraine. Since then, the Russian military has been systematically destroying Ukrainian civilian infrastructure, killing civilians, torturing prisoners of war, and illegally deporting Ukrainian children. Responsibility for these crimes rests with Putin and his regime — personally and legally.

Ukraine’s sovereignty and territorial integrity within its 1991 borders are not and cannot be subject to negotiation — under any pressure or in any circumstances. Any attempts to legitimize Russia’s territorial seizures under the guise of a peace settlement we regard as capitulation before the aggressor.

Europe’s security is inseparable from Ukraine’s security. A world in which aggression goes unpunished cannot be safe for any of us — which is precisely why continuing and increasing military support for Ukraine remains a necessity, not a matter of political bargaining. Attempts to evade this under the pretext of negotiations with Moscow undermine not only Ukraine, but the entire international rule of law.
