11.1 Vor der Beurteilung eines Anspruchs, der in Form einer Eingabe an den Ausschuss gestellt wird, muss der Ausschuss für die Beseitigung der Rassendiskriminierung gemäß Artikel 14, Paragraf 7 (a), der Konvention entscheiden, ob die Eingabe zulässig ist.
